Alo Enfo: Informing to Protect the Right to Identity

The Challenge

In Haiti, access to identity and travel documents remains a major obstacle. Administrative complexity in state offices, a lack of reliable information and the context of mass deportations leave thousands of people excluded from essential everyday services.

Without legal documents, there is no legal mobility, no access to rights and no protection. IOM, in collaboration with the Haitian State, commissioned TOKAY to design a public information campaign capable of closing this information gap nationwide.

Our Approach

Rather than imposing ready-made messages, we worked hand in hand with communities and local actors. This approach turned an information campaign into a genuine tool for community ownership.

TOKAY delivered an end-to-end intervention to:

  • Develop a national visual identity for the CRLDIs
  • Design a multimedia campaign across radio, digital and print
  • Produce accessible educational content in Haitian Creole
  • Deploy in the field through community radio stations and local networks
  • Put in place harmonized signage to make the process easier for citizens

The Results

Alo Enfo generated an impact that was both far-reaching and structural:

  • 2.2 million people reached
  • 6 CRLDI centres equipped with official signage approved by the State
  • 12 audio capsules produced on the steps to obtain documents
  • 150 neighbourhoods covered through local networks and influencers
  • 15,000 brochures distributed in Haitian Creole
  • 12 media outlets mobilized nationwide
  • 1 official visual identity adopted for the CRLDIs

The Human Impact

Beyond the numbers, Alo Enfo helped restore access to a fundamental right.

For thousands of people, this translated concretely into:

  • obtaining a birth certificate
  • access to a national identity card
  • the ability to apply for a passport.

Each one an essential lever to move freely, study, work and live with dignity.
